Message from the President and CEO


Towards a New Balance

In its 2004 Development Plan, Loto‑Québec strongly emphasized that a balance should be struck between its economic mission and social responsibility. Though management of that balance has always been at the Corporation’s core, it was already clear, then, that our new context required a redefinition of that balance.

Loto‑Québec had to take into consideration Québec society’s increasing concern about addiction to games of chance. Despite the fact that, according to rigorous studies, the number of problem gamblers was not increasing in Québec, the population appeared to be ever more sensitive to the social costs of gambling.

Loto‑Québec’s Development Plan, therefore, fully dealt with the concern by planning a significant reduction in the number of establishments where video lottery terminals were set up and by implementing a greater number of initiatives and measures to raise awareness, prevent and treat problem gambling.

Over the past few years, striking a balance between its economic mission and social responsibility has become even more difficult. This new context and the challenges it presents are of concern to Loto‑Québec as a state-owned corporation and provide food for thought on how the situation may be dealt with and our capacity to adapt to such changes.

A New Strategic Plan

The 2010-2013 Strategic Plan proposes to strike a new balance between the Corporation’s economic mission and its social responsibility, an initiative that requires an update of Loto‑Québec’s mission and fundamental objectives.

The current business environment will continue to exert great pressure on the Corporation’s economic performance. Moreover, the social expectations placed on Loto‑Québec will undoubtedly remain very high. With such a backdrop, the Corporation began an in-depth strategic brainstorming process, resulting in a proposal to update its mission and fundamental objectives. The general orientations chosen for the next three years reflect this development.

A New Mission and Vision at the Heart of
Our Activities


Loto‑Québec is reviewing its objectives to focus them on its core mission, i.e. to ensure a regulated and secure environment to operate its gaming offers. Loto‑Québec remains, of course, a business entity that fulfills the mandate given by the government of Québec, but its responsibilities will need to be carried out in an updated framework.

Since October 8th, the interior walls of the Casino de Charlevoix will come to life with a vibrant mosaic of multimedia projections that will certainly enhance visitors’ overall gaming experience.

Representing a first in Québec and Canada within the Casino sector, this new multimedia technology will serve to maximize the allure of the gaming house’s décor while enriching its entertaining ambiance.

Kinzo to be Launched in Montréal

Kinzo to be Launched in Montréal

The October 19 marks the official launch of the Société des bingos du Québec’s brand-new Kinzo game. Highly original and dynamic, Kinzo employs a computerized draw method and features multimedia animations akin to certain televised games.

To be implemented in Montréal as an 18-month pilot project, Kinzo is played in a uniquely welcoming, comfortable and convivial environment. Warm and entertaining, the ambiance promotes interaction among players, with winners being recognized in very special fashion.

Loto‑Québec’s 2010-2013 Strategic Plan is
now available.


Thus, Loto‑Québec’s mission is henceforth “To responsibly manage games of chance in a controlled and measured fashion, in the interest of all Quebecers”.

This new mission is driven by three strategic orientations — rigorously channelling gaming offers towards regulated environments, creating an effective framework for the consumption of games of chance, and improving the Corporation’s efficiency and overall performance.

And working in parallel with this mission is our vision of becoming a recognized world leader in the responsible commercialization of games of chance.

A series of major orientations are being proposed that form the basis of all of Loto‑Québec’s activities and are related to various strategic points of focus, as well as to the objectives of each sector of activity.
