Message from the President and CEO

I am pleased to invite you to have a look at
Loto-Québec’s new Profile of Societal Contributions. This document is intended to serve as an update of the information contained in our Social Responsibility Review released in 2007.

The Profile is structured around our economic, social and environmental contributions. These three fundamental dimensions are encompassed within all of our activity sectors as part of the major sustainable development initiative we undertook in 2005. The document also presents a number of testimonials from people and organizations that have been observers of or served as partners in our diverse range of contributions.

Loto-Québec is part of a passionate industry dedicated to entertainment. In deciding to draw upon the benefits of operating games of chance some
40 years ago, the State did so, first and foremost, to assure that these games are managed responsibly and with absolute integrity. The Corporation has always remained true to its mission of contributing to the interests of the province’s population, most notably by returning the fruits of its endeavours in their entirety to Québec society. At the same time, the Corporation is constantly committed to maintaining a proper balance between its economic mission and its social responsibility.

Excellent Results
From an economic perspective, we have actively pursued our goals while taking the social and environmental impacts of our activities into account. In so doing, we have remitted a dividend of
$1.361 billion to the Québec Government.

From a social standpoint, we have focused great importance on sensitizing the population to responsible gaming and to promoting healthy gaming behaviour. In fact, Loto-Québec has been at the forefront of the World Lottery Association’s (WLA’s) efforts to establish global principles of social responsibility for our industry. In 2006, these endeavours gave birth to the WLA Responsible Gaming Framework, to which we adhere and in conjunction with we have undertaken an international certification initiative of the highest standards.

For Loto-Québec, the sustainable development drive calls for the conciliation of numerous business and operational objectives with the expectations of Québec society. In line with the
2008-2013 Governmental Sustainable Development Strategy now being implemented, the Corporation has actively embarked on a structured initiative in accordance with the Government’s directions.

Within the pages of this document, you will be presented with a review of the Corporation’s diverse efforts to positively contribute to the development and prosperity of our society. I hope you find the publication enjoyable and enlightening to read!

The Hilton Lac-Leamy has received Level 2 BOMA BESt certification, while the Casino du Lac-Leamy earned
Level 3. This certification is awarded in recognition of positive environmental performance and good building management practices.
The Fairmont Manoir Richelieu Wins Environment Award
During the recent Gala Méritas Charlevoix reconnaît 2008, the Council of Mayors of East Charlevoix presented the Fairmont Le Manoir Richelieu with the Mérite environnement Award.

Le Baccara restaurants honoured once again

The Casino de Montréal’s Nuances Restaurant and the Casino du Lac-Leamy’s
Le Baccara have received the Guide Debeur’s coveted Four Star rating. The two dining rooms also earned Wine Spectator Magazine’s Best Award of Excellence, and they both retained the CAA and AAA automobile associations’ Five Diamond rating for the eighth consecutive year.


La Collection Loto-Québec Celebrates Its 30th AnniversaryCollection Loto-Québec 30 ans

Loto-Québec is proud to be celebrating the 30th anniversary of its corporate art collection this year. Serving as a vibrant reflection of the province’s artistic heritage, La Collection
Loto-Québec encompasses more than 4,000 distinctive works created by close to 1,000 talented local artists. Through its acquisition program, the Corporation allocates 0.01% of its revenues to procuring new works each year, particularly from up and coming artists.

I personally invite you to visit the Espace Création gallery located at Loto-Québec’s head office in Montréal, where you will be able to admire a selection of works drawn from the Collection. Moreover, watch for an exhibit of select works to be touring various regions of the province during 2009.

10 Candles for Ingenio

For its part, Loto-Québec’s Ingenio subsidiary marked its
10th anniversary at the end of 2008. Since 1998, Ingenio has been actively focusing its efforts on research and the development of new products and marketing methods in the area of games of chance. Over the past 10 years, the subsidiary has earned enviable recognition on the international scene for its creativity and the exceptional quality of its products. On behalf of the entire organization, I congratulate Ingenio on a decade of success!
