Message from the President and Chief Executive Officer

Loto-Québec Recognized for its Proactive and Responsible Approach

In recognition of our responsibilities, over the years, we have implemented a variety of different measures and major programs within all of our activity sectors aimed at sensitizing our clientele and motivating them to adopt healthy gaming behaviours.

In fact, Loto-Québec’s efforts in that regard were recently rewarded at the World Lottery Association’s (WLA) first competition focused on responsible gaming. More specifically, the Corporation earned an award in the Best Player Education Program category. This international distinction presented at the end of October acknowledges the quality and effectiveness of our initiatives in the field of responsible gaming. It is awarded to the lottery corporation that provides players with the most appropriate information and education on ways to play responsibly, to keep lottery fun and to ensure players had the information necessary if they required more information or assistance with their play. Over the past six fiscal years alone, Loto-Québec has allocated $135 million to various support programs under the auspices of the Ministère de la Santé et des Services sociaux intended for excessive players. These funds have also been used to finance initiatives managed by the Régie des alcools, des courses et des jeux aimed at controlling access to video lottery terminals. During the same period,
Loto-Québec contributed $20.6 million to the Fondation Mise sur toi for the institution of programs designed to promote responsible gaming, as well as for the implementation and continuous improvement of prevention tools within the Corporation’s gaming operations. These contributions rank Québec among the world’s jurisdictions that donate the largest sums to combating the problem of excessive gaming.

We are proud to be celebrating the 15th anniversary of the Casino de Montréal, Québec’s very first gaming house. Welcoming more than 18,000 visitors daily, this establishment is now among the largest casinos in the world.

In order to promote awareness of our responsible gaming initiatives and activities among the population and Loto-Québec employees, the Fondation Mise sur toi will be holding Responsible Gaming Awareness Week for the third consecutive year this November 16-22. On a related front, a major public advertising campaign on responsible gaming was launched this past October 27 in numerous electronic and print media, as well as on the Internet. The campaign will run through January 5, 2009.

Positive Financial Performance
From the commercial and financial standpoint, the results of the second quarter ended
September 29, 2008 have proven to be very satisfactory. The Corporation generated consolidated revenues of $967.1 million and net income of $394.6 million during the quarter. Compared to the second quarter of the previous fiscal year, these results represent increases of 4.4% and 5.8% respectively.

The positive earnings during this reporting period are attributable primarily to the Lottery sector, which posted revenue growth of 8.6% vis-à-vis the same quarter of the last fiscal year. The increase is particularly due to the success of the new Québec 49 formula, as well as to Special Edition and Lotto 6/49 sales.

Coveted Certification
Loto-Québec has also submitted its candidacy for special certification to the World Lottery Association. WLA member organizations are eligible for four levels of certification. The attainment of each of these levels attests to the success of organizations in integrating the seven principles of responsible gaming into their daily activities. These principles include the protection of players, collaboration with stakeholders, research, prevention, information and control. Stay tuned for the latest developments….
