Best Wishes for a Happy 2008!

The holiday season is a truly joyous and festive time to be enjoyed with family and friends. For Loto‑Québec and its subsidiaries, it is a season particularly brimming with hustle and bustle as we accompany our clientele in their entertainment activities. This time of year has also come to be associated with our annual Célébration Edition, with its grand draw and show to be broadcast on the TVA network on Sunday, January 13. Year after year, this TV event is among the most popular in Québec, invariably attracting viewing audiences in the millions.

This year-end has been an eventful one so far, marked by the official inauguration of Ludoplex Québec, our second gaming centre, whose creation was authorized by government decree in November 2006. With the opening of this Ludoplex, Loto‑Québec is moving ahead with the reconfiguration of its video lottery terminal (VLT) network, as outlined in Loto‑Québec’s 2004-2007 Development Plan. This initiative calls for reducing accessibility to VLTs in accordance with the recommendations of a study conducted by Université Laval's Centre québécois d’excellence pour la prévention et le traitement du jeu in 2003.

December also marks the 10th anniversary of the Société des bingos du Québec. Up until 2002, the SBQ had been donating a portion of its profits to non-profit organizations (NPOs), which depend on network bingo activities to finance their philanthropic work. Since then, the SBQ has been handing over all of the proceeds to the NPOs. In total, no less than $100 million has been returned to Québec communities.

In closing, I would like to invite you to peruse our second quarter Interim Report’s results and our 2007 Social Responsibility Review on the lotoquebec.com website. May everyone have a happy, healthy and prosperous 2008!

President and Chief Executive Officer, Loto‑Québec
