Game Offerings

Message from the President and Chief Executive Officer
On June 18, 2008, Loto-Québec's Annual Report has been tabled at the National Assembly in accordance with the Act governing our public corporation. Fiscal 2007-2008 saw the concretization of numerous projects reflecting three major preoccupations that served to guide our actions — the concentration of game offerings within controlled environments, the control of gaming practices, and the reinforcement of operational security.

From a commercial and financial standpoint, the results achieved by the Corporation during the past fiscal year were extremely satisfying, particularly with respect to revenues. In fact, at a little over $3.8 billion, our total earnings were up by 1.4% over the previous reporting period despite the anticipated decline in our Video Lottery sector’s revenues, which were down by 4.5%. Moreover, the Lottery and Casino sectors posted record earnings of $1.91 billion and $790.4 million respectively during the past fiscal year, representing respective increases of 3.7% and 4.2% as compared to fiscal 2006-2007. For its part, Loto-Québec’s net income declined by 2.2% vis-à-vis fiscal 2006-2007, due most notably to the $42.6 million decrease in net earnings within the Video Lottery sector.

One of the strategic objectives of our 2004-2007 Development Plan was to reduce accessibility to video lotteries by diminishing the offerings within this sector and by concentrating video lottery terminals (VLTs) at controlled sites. While the VLT network initially consisted of 3,663 sites, it was comprised only of 2,733 sites as at March 31, 2008. This decrease of over 900 sites brings us very close to our overall objective. Indeed, we have effected more than 80% of the 1,142 site closures envisaged to date.

Equipped with a portion of the VLTs removed from bars located in economically fragile districts and zones, our two gaming halls have been designed to offer the most controlled and secure environments possible. Although attendance at these establishments during their first few months of operation has not reached the levels anticipated, their entertainment concept will be made to evolve so as to better meet the needs and expectations of their clientele. The introduction of electronic Texas Hold’em poker constitutes a first adjustment to our initial business model in this regard, and the arrival of this type of poker at our three casinos and two gaming halls has been eagerly welcomed by enthusiasts of the game.
